What are the steps leading up to the examination?

1. You are preparing for the examination subjects specific to the course you followed or to Aeronautical Legislation and Human Performance in the case of license conversion.

2. Scan the documents required for programming (Identity Card, ATO/DTO Recommendation, Registration Application - also completed in the case of examination for ICAO license conversion, the documents provided for in Section 3, Art. 9, ofof EU regulation 723/2020)

3. Enter the programming platform(click here) where you upload the necessary documents and schedule one of the sessions.

3. You present yourself at the announced time at the place of examination with the following documents:

·     ID card

·     Application for examination in original.

What do I have to learn?

Mainly the candidates must use the materials provided by the school where they studied to prepare for the theoretical examination. They must study all 9 subjects in which they will be examined. The questions are chosen by the EC examiners and will comprise questions covering the entire syllabus set out in the AMC1 SFCL.130 SPL

Do I have to pay anything?

The examination fees are established by the Order of the Minister of Transport and Infrastructure no. 1482/2012, as follows:
The theoretical examination fee is 28 euros plus VAT.
The practical examination fee is 25 euros plus VAT.
The subsidized programs include a theoretical examination and a theoretical re-examination for each subject. Candidates who did not pass all the subjects in the second attempt will pay the fee of 28 euros + VAT for the next 2 possible re-examinations, regardless of the number of subjects.

How many times can I take the re-examination if I do not pass?

Passing the theoretical examination requires obtaining a score of at least 75% in each discipline.
In accordance with European Regulation (EU) 358 of 2020, a candidate can take a theoretical exam a maximum of 4 times for each discipline with a period of at least 2 weeks between them. 
Passing the exam means passing all subjects within a maximum of 18 months, starting with the month following the first exam taken.

In the event of not passing the fourth examination, candidates must complete a theoretical course at the Training Organization (ATO / DTO) where they were trained, and pass the entire set of examinations with the same rules set out above.
 

Do I have to take all the exams in one sitting?

Candidates can choose to organize their exams in as many sessions as they want depending on the annual session schedule and available places, the limitations being:

- they can take the examination in a discipline a maximum of 4 times;

- must pass all subjects within a maximum of 18 months, starting from the month following the first exam held.

Are SPL and BPL licenses issued in Romania under Part FCL valid?

Yes, Licenses are valid.

 

In accordance with European Regulation (EU) 358 of 2020  - Art 3b

(1) Part-FCL sailplane licenses and associated privileges, ratings and certificates issued by a Member State before the date of application of this Regulation shall be deemed to have been issued in accordance with this Regulation. Member States shall replace those licenses with licenses that comply with the format set out in Annex VI (Part ARA) to Regulation (EU) no. 1178/2011 when issuing licenses again for administrative reasons or at the request of license holders.

 

In accordance with European Regulation (EU) 357 of 2020  - Art 3b

(1) Part-FCL balloon licenses and associated privileges, ratings and certificates issued by a Member State before the date of application of this Regulation shall be deemed to have been issued in accordance with this Regulation. Member States shall replace those licenses with licenses that comply with the format set out in Annex VI (Part ARA) to Regulation (EU) no. 1178/2011 when issuing licenses again for administrative reasons or at the request of license holders.

How do I get my license in the mail?

Candidates can choose to receive their licenses by post once they are ready, this requires the following steps:

1. download the mail application from the applications and forms section (or from here);

2. complete the application;

3. scan the completed application and send it to the email address scpbp@ar.ro;

4. pick up the license from the courier;

5. sign the license and send a copy of the signed license to scpbp@ar.ro
